Introduction to the West Courtyard: is the Daotai Government Office. It was the office of Daotai in Hebei Province in the Qing Dynasty that dealt with river control and locust extermination. The courtyard at the end of the government office is the former site of the Yellow River Management Headquarters of Fu Zuoyi and Soviet experts.
